City guides in Pierce County

A city can cross county boundaries. The project address determines which local requirements apply.

01

Who handles Pierce County electrical permits?

Pierce County electrical work uses Tacoma Power, a listed city electrical program or Washington L&I, depending on the jobsite and service territory.

  1. Tacoma Power permits and inspects the properties it serves.
  2. Use the applicable listed city program within its jurisdiction; L&I handles the remaining state-route jobsites.
Permit jurisdiction reference

Tacoma Power issues electrical permits and performs inspections for properties it serves, including parts of Lakewood and unincorporated Pierce County. Milton has a city electrical-inspection program within city limits. L&I directs a property inside a listed city electrical-inspection program to that city, a property served by Tacoma Power to Tacoma Power, and other Washington jobsites to L&I. Confirm the exact jobsite before buying the electrical permit.

02

How does utility work fit your upgrade?

The electric provider on the account handles utility service changes; the inspection authority handles the electrical permit. Both processes belong in the upgrade schedule.

  1. Identify the serving electric account and proposed equipment.
  2. Include the utility’s required service application, meter review and connection steps in the scope.
  3. Use the local procedure and official sources below for the utility-specific requirements.
Service-area reference and requirements

Tacoma Power's special permit/inspection territory is listed by L&I; PSE lists Pierce as combined electric/gas; L&I lists Peninsula Light as a Pierce electric provider.

Confirm the provider for the exact address; city boundaries and electric-service boundaries can differ.

Coordinate the permit and utility steps in the same project plan, so the installation and reconnection can move in sequence.

Why do Lakewood and Puyallup need different questions?

The electrical authority and utility route for Lakewood or Puyallup depends on the job address. Tacoma Power serves some Lakewood properties and parts of unincorporated Pierce County; Puyallup is not on L&I’s current city electrical inspection list.

  • Confirm the exact service address rather than relying on a city name.
  • Give the estimator the full address and utility account so both routes can be checked.

What matters inside Tacoma Power territory?

For added loads, Tacoma Power engineering determines whether its facilities are adequate. Electrical permits and inspections, utility review, and disconnect/reconnect have separate responsibilities.

  • Tacoma Power should confirm which engineering-review threshold applies to the actual project.
  • Identify who submits each request and which approvals are needed before scheduling the work.

Which site details can affect scope?

An overhead-to-underground conversion, access route or easement can change the work even when the panel rating stays the same. The estimate should identify utility work, trenching, service entrance work and restoration separately.

  • For a home served by another provider, use that utility’s current requirements.
  • Include the property address and planned loads so a Tacoma-specific process is not carried over to the wrong service territory.

What should an address check produce?

Ask for the serving utility and electrical authority to be named in the written scope. If Tacoma Power serves the property, confirm its engineering and cutover steps.

  • If it does not, ask for the relevant utility process and the L&I or listed municipal inspection route.
  • A nearby completed project can be a useful conversation reference, but its utility territory, connection facilities and permit authority are not evidence for this address.
  • Keep the property-specific answers with the project record.

Building age does not establish electrical-panel condition or a need for replacement. Equipment condition and the planned work need their own assessment.
